Strategic Exploration of Economic Mitigation Potentials through Renewables (ExploRE) is the successor project of Least-Cost Renewables in Indonesia (LCORE). Started in November 2018, ExploRE receives its funding from the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU).

With respect to Indonesia’s target to reduce its CO2 emissions by 29% until 2030 and to increase the share of renewable energies (RE) to 23% of the national energy mix by 2025, the project supports the Government of Indonesia in implementing a deployment strategy for RE. The main implementing partner of ExploRE is the Directorate General of New and Renewable Energy, and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources (MEMR). Other implementing partners of ExploRE include the Coordinating Ministry for Maritime and Investment Affairs (Kemenko Marves), the Ministry of National Development Planning (BAPPENAS), and State Electricity Company (PT PLN).

ExploRE advises on renewable energy policies and financing instruments as well as actively supports coordinated implementation across key actors. It aims to further develop the capacity of policy makers to assess techno-economic and GHG mitigation potentials of renewable energy projects. Furthermore, innovative RE technologies, business models and applications are demonstrated together with private sectors. Through these measures, the project aims to contribute in achieving Indonesia’s climate targets while providing additional benefits in reducing fossil fuel imports and providing equal infrastructure access for remote communities.

ExploRE implements its activities using studies, innovative pilot projects, capacity-building measures and stakeholder engagement, through the following outputs:

  1. RE deployment strategy based on a coordinated energy, climate and development policy
  2. Developing political instruments and a financing environment that will improve framework conditions and thus attract private-sector investment
  3. Institution-building to empower decision-makers to assess RE projects from both a technical and an economic point of view
  4. Promoting innovation through technology and business models that contribute towards achieving Indonesia’s climate goals.

In supporting the Indonesian Government to achieve RE targets, ExploRE implements various activities covering diverse RE topics. To support promotion and further development of RE in remote areas, ExploRE pilots the utilisation of solar ice maker technologies. This is expected to improve the cold-chain supply in most fishery areas as well as improving the economic conditions in the sectors which are severely affected by COVID-19 pandemic. ExploRE also works on advancing development and utilisation of bio-CNG, biomethane, and green hydrogen. Through these efforts, ExploRE also aims to contribute to post-pandemic economic recovery.
